The cheapest and fastest way would be to get a template you like and modify it yourself.
Change the background image, add a custom logo, and install other hooks and plugins to tweak the board to suit your needs.
Take a look at my board. I'm using the "Warrior" skin and I have Unreal Portal installed for the homepage. I'm a noob to coding and photo editing but all it took was the willingness to put in some effort.
