Ok I look on this website 20$ for a skin and i spent my money on the ip board. were did everyone learn how to do this on the site. i cant find a single TuT on youtube any even the invasion power board forum so can some one teach me how to do this

Skins are styled using HTML and css. There might be a few specific IPB tutorials on the net, but for skinning purposes, it's mainly just knowing your way around the template system which takes practice. Once you know your way around, it's very simple to make changes.
