1. Is it still available for 3.1.4 (as i've not upgraded yet)
2. If i get it for 3.1.4 would it be free to upgrade to 3.2 when i decide to upgrade?
3. How much would the skin cost at 3.1.4? and 3.2

1- Yes.
2- Yes it will be updated to 3.2. You can follow this topic to know when it's updated.
3- If you buy it now, the skin would cost $16. Once we release the 3.2 version, the skin will be $20.

But if bought now will that include the 3.2 update for free?
