I wonder if it's possible to change the topics picture from the topic creator profile picture to admin/moderator specified picture instead. That's my highest concern

I am not sure I understand your inquiry. Are you talking about the picture that is showing next to the topic title in the forum view? If so, these are users avatars. You do not have control over that unfortunately.

what's the condition for the users' avatar to show? by creating topic? bu posting? by viewing or what exactly?

In board index view, you can see the avatar of the user who last posted in the selected forum.
In forum index view (topic list), you can see the avatar of the topic starter.
